PURPOSE

The purpose of this International Personnel Certification Schemes (IPCS) is to define RSA minimum qualification and certification requirements of Cathodic Protection (CP) personnel working on on-land metallic structure in accordance with The International Standard ISO 15257.

SCOPE

  1. This IPCS has been developed to assist in meeting the minimum requirements for qualification and certification of personnel seeking for Cathodic CP personnel certification working on on-land metallic structure in accordance with ISO 15257:2017.
  2. Certification to this IPCS provides an attestation of general competence of the CP personnel. It does not represent an authorization to operate, since this remains the responsibility of the employer, and the certified personnel may require additional specialized knowledge of parameters such as equipment, procedures, materials and products specific for the employer.
  3. Authorization to operate shall be given in writing by the employer in accordance with a quality procedure that defines any employer-required job-specific training and examinations designed to verify the certificate holder’s knowledge of relevant industry code(s), standard(s), procedures, equipment, and acceptance criteria for the inspected products.
  4. The Levels of CP personnel covered by this IPCS are listed in Section as used in accordance with the applicable codes, standards, specifications and regulations referenced below.

SECTION

Level of Certification

Level 1, Cathodic Protection Data Collector (or Tester) - personnel shall be competent to collect cathodic protection (CP) performance data of simple CP systems and perform other basic CP tasks in accordance with technical instructions and procedures prepared by Level 3 or higher personnel. They shall record the data in a format developed by higher-level personnel and under their supervision. Level 1 personnel are not responsible for analyzing the data but must understand the fundamentals of the measurements they are required to undertake, the common causes of errors in these measurements, and the related safety issues. These measurements include routine system function checks and a limited number of specific tests to determine the performance effectiveness of CP systems.

Level 2, Cathodic Protection Technician - In addition to the competencies required for Level 1 CP personnel, Level 2 CP personnel shall be competent to undertake a range of cathodic protection (CP) measurements, inspections, and supervisory activities in accordance with technical instructions and procedures produced by Level 3 personnel. They are responsible for collating and classifying the data under their supervision. Level 2 personnel shall possess knowledge of the fundamentals of electricity, corrosion, coatings, CP and measurement techniques, safety considerations, and applicable standards related to CP. They shall also be capable of verifying the calibration validity of CP measuring and testing equipment, supervising and performing inspections and testing during the installation of CP systems, and carrying out routine maintenance work on those systems. Level 2 personnel shall not be responsible for the choice of test method, the technique to be used, preparing the technical instructions or the interpretation of test results.

Level 3, Cathodic Protection Senior Technician - In addition to the competencies required for Level 2 personnel, Level 3 personnel shall have knowledge of the general principles of corrosion and cathodic protection (CP), the principles of electricity, the significance of coatings and their influence on CP, as well as a detailed understanding of CP test procedures and safety issues. They shall be capable of performing CP tasks according to established or recognized procedures and be competent to carry out and supervise all duties assigned to Level 1 and Level 2 personnel. Level 3 personnel shall also provide guidance to Level 1 and Level 2 personnel, prepare technical instructions for lower-level CP staff, and assess all data collected from CP activities.
