PURPOSE
The purpose of this International Personnel Certification Schemes (IPCS) is to define RSA minimum qualification and certification requirements of Non-Destructive Testing (NDT) personnel in accordance with The American Society for NDT (ASNT) Recommended Practice SNT-TC-1A.

SCOPE
- This IPCS has been developed to assist in meeting the minimum requirements for qualification and certification of personnel seeking for NDT personnel certification in accordance with ASNT’s Recommended Practice No. SNT-TC 1A, 2024 edition.
- Certification to this IPCS provides an attestation of general competence of the NDT personnel. It does not represent an authorization to operate, since this remains the responsibility of the employer, and the certified personnel may require additional specialized knowledge of parameters such as equipment, NDT procedures, materials and products specific for the employer.
- Authorization to operate shall be given in writing by the employer in accordance with a quality procedure that defines any employer-required job-specific training and examinations designed to verify the certificate holders’s knowledge of relevant industry code(s), standard(s), NDT procedures, equipment, and acceptance criteria for the tested products.
- The Methods, Techniques, and/or Limitation of NDT personnel certification covered by this IPCS are listed in Table 1. The Level of personnel certifications are defined in Section as used in accordance with the applicable codes, standards, specifications and regulations referenced below.

SECTION
Level 1 NDT personnel individual shall possess sufficient technical knowledge and skills to properly perform specific standardizations, conduct specific non-destructive tests (NDT), and carry out evaluations for acceptance or rejection based on written instructions, as well as accurately record the results. Additionally, the NDT Level 1 personnel must receive the necessary instruction and operate under the supervision of a certified NDT Level 2 or Level 3 individual.
Level 2 NDT personnel individual shall have sufficient technical knowledge and skills to be qualified to set up and standardize equipment, as well as interpret and evaluate results in accordance with applicable codes, standards, and specifications. They must be thoroughly familiar with the scope and limitations of the methods for which they are qualified and are expected to take responsibility for the on-the-job training and guidance of trainees and NDT Level 1 personnel. Additionally, the NDT Level 2 individual shall be capable of organizing and reporting the results of NDT tests.
Level 3 NDT personnel individual shall have sufficient technical knowledge and skills to develop, qualify, and approve procedures; establish and approve techniques; interpret codes, standards, specifications, and procedures; and designate the specific NDT methods, techniques, and procedures to be used. They are responsible for the NDT operations for which they are qualified and assigned, and should be capable of interpreting and evaluating results according to existing codes, standards, and specifications.Additionally, a Level 3 individual must possess practical knowledge of applicable materials, fabrication processes, and product technologies to establish techniques and assist in defining acceptance criteria where none exist. They should also have general familiarity with other NDT methods, demonstrated through an ASNT Level III Basic examination or equivalent. Furthermore, a certified NDT Level 3 must be technically capable of training and examining Level 1, 2, and 3 personnel for certification in the methods they are qualified in.
