PURPOSE
The purpose of this International Personnel Certification Schemes (IPCS) is to define RSA minimum qualification and certification requirements of Welding Inspector in accordance with The American Welding Society (AWS) Standard B5.1.

SCOPE
- This IPCS has been developed to assist in meeting the minimum requirements for qualification and certification of personnel seeking for Welding Inspector certification in accordance with AWS’s Standard B5.1:2013, AMD1:2014.
- Certification to this IPCS provides an attestation of general competence of the Plant Inspector. It does not represent an authorization to operate, since this remains the responsibility of the employer, and the certified personnel may require additional specialized knowledge of parameters such as equipment, procedures, materials and products specific for the employer.
- Authorization to operate shall be given in writing by the employer in accordance with a quality procedure that defines any employer-required job-specific training and examinations designed to verify the certificate holder’s knowledge of relevant industry code(s), standard(s), procedures, equipment, and acceptance criteria for the inspected products.
- The Levels of Welding Inspector covered by this IPCS are listed in Section as used in accordance with the applicable codes, standards, specifications and regulations referenced below.

Level of Certification
Associate Welding Inspector - All inspections performed by the Associate Welding Inspector shall be made under the active supervision a Welding Inspector or Senior Welding Inspector. The Welding Inspector or Senior Welding Inspector shall maintain the responsibility for determining if welded assemblies conform to workmanship and acceptance criteria.
Welding Inspector - The Welding Inspector shall be capable of supervising and training Associate Welding Inspectors, performing inspections or verifying that the inspected work conforms to the applicable standards, and conducting audits of suppliers and organizations providing materials or services to the project. Additionally, the Welding Inspector must ensure that the work performed and its associated records are properly maintained and in compliance with relevant standards or contract documents. They must also be able to certify the qualification of welding procedures and welders according to various codes or standards.
Senior Welding Inspector - The Senior Welding Inspector shall be capable of performing inspections, supervising one or more Welding Inspectors, Associate Welding Inspectors, or NDT personnel, preparing inspection procedures, reviewing and interpreting joining procedures, and conducting audits of vendors or organizations providing materials or services to the project. They must ensure that all work performed and records maintained conform to applicable standards and contract requirements. Additionally, the Senior Welding Inspector shall be able to certify the qualification of welding procedures and welders in accordance with various codes or standards.
