PURPOSE

The purpose of this International Personnel Certification Schem (IPCS) is to define RSA's minimum qualification and certification requirements for Painting Inspectors in accordance with the ASTM Standard Guide D4537 by The American Society for Testing and Materials.

SCOPE

  1. The IPCS is developed to meet the minimum qualification and certification requirements for personnel seeking Painting Inspector certification in accordance with ASTM Standard Guide D4537-12 (Reapproved 2018).
  2. Certification under this IPCS serves as an attestation of general competence for Painting Inspectors.
  3. The certification does not authorize individuals to operate, authorization remains the employer's responsibility.
  4. Employers must provide written authorization following a quality procedure that includes job-specific training and examinations to verify the inspector's knowledge of relevant codes, standards, procedures, equipment and accpetance criteria.
  5. The levels of Painting Inspector certification under this IPCS are defined according to relevant codes, standars, specifications and regulations.

CERTIFICATION

Painting Inspector Level 1 - are qualified to carry out and record all inspections as required by relevant procedures. They verify instrument calibration, perform hold point inspections and ensure compliance with specified acceptance criteria.

Painting Inspector Level 2 - Level 2 personnel perform all Level 1 duties and additionally plan, supervise, and review inspection activities. They evaluate inspection adequacy, organize and approve inspection results, and oversee Level 1 personnel. They are also responsible for training and certifying Level 1 candidates, implementing quality assurance programs, and reviewing quality-related aspects of coating and lining specifications when authorized.

Painting Inspector Level 3 - Level 3 personnel possess extensive experience in the painting industry and perform all Level 2 duties while providing leadership in training and certification. They evaluate training and certification programs, verify the qualifications of Level 2 candidates, conduct training and examinations, and approve safety-related coating and lining inspection procedures.
